In Europe's busiest cities, new data centres often wait seven to ten years for a grid connection. In some top markets, the wait can be up to 13 years. 

Developers are looking elsewhere: in the second quarter of 2026, only 37% of new capacity in Europe went to the five main hubs: Frankfurt, Amsterdam, Dublin, London, and Paris.

Despite this scarcity, the centres that do connect used only 44% of the power they had reserved in 2024. So, while the grid looks full on paper, it is actually underused.

If Europe's data centres offered just 30 hours of flexibility each year, they could more than double the grid capacity they can access. That's only 30 hours out of 8,760 in a year. As of August 2026, this is the cheapest way to increase capacity, and it requires no new wiring.

Data centres are often seen as always using full power, but actual usage tells a different story. In 2024, data centres in Europe used an average of only 44% of their total capacity, according to IEA and McKinsey. EirGrid in Ireland reports that data centres there use about 34% of what they contract for. In Norway, out of 500 MW connected in 2023, only 150 MW was used, which is just 30%.

If they assume data centres always use full power, they plan for more than needed. Belgium's grid plan already considers scenarios where data centres are up to 75% flexible. When grid connections are limited, treating every data centre as if it cannot change is costly.

Flexibility in this context means adjusting or reducing power use for short periods when the grid is under pressure, in return for faster or cheaper access. The idea can make operators uneasy, but it's important to look at the details. The IEA model does not require shutting down a facility. 

In 80% of stressful grid hours, more than half of the usual power supply is still available. In half of those hours, about 80% remains. The request is small, and the benefit is getting connected much sooner.

Stay flexible without touching uptime

Operators don’t want to slow down live computing just to help the grid. This is where battery storage becomes valuable. The flexible part comes from the battery, not the servers, so the grid sees a flexible load, but the servers are unaffected. By combining on-site battery storage (BESS, which charges and discharges as needed) with a flexible or non-firm connection, the connection wait time drops sharply.

Germany is already preparing for this change. The country plans to at least double its data centre capacity to about 6 GW by 2030, and the government wants to introduce standard flexible connection agreements so sites can connect before the grid is fully upgraded. The challenge is that data centres, batteries, and renewables are all waiting for the same connection points. Planning each one separately wastes capacity, but planning them together uses it better.

What does "data centre flexibility" mean for the grid? It means a data centre can shift or reduce its power draw for short periods when the grid is under stress, instead of drawing full power at all times. In exchange, operators get faster grid connections, lower network charges, or both. On IEA modelling, roughly 30 hours of this a year would be enough to more than double the capacity Europe's data centres can reach.

How can a data centre stay flexible without losing uptime? By sourcing the flexible portion from on-site battery storage rather than from live servers. The battery discharges to cover the load the grid asks it to drop, so compute keeps running at full power. This is why battery energy storage systems (BESS) are becoming standard in data centre grid strategies.
